His plan is to sabotage heaven and mortal men. This meant that they would get mortal people to join them and start supporting Satan instead of God since it was not really possible to beat god in another way. This was a way of revenge for what God did to Satan and Beelzebub, that is, for casting them down to hell and locking them inside.
