I'm not 100% sure that this is correct, but I think It's A) They are not eaqual.
Because when you look at the picture there are 2 forces, one pushing out, and another arrow pointing in. The arrows pointing to the left and right, are not equal because when you let go of a balloon, the balloon goes flying to the right from the force of the left. Otherwise, I'm pretty sure the balloon would act differently.
I Don't know If they are correct, but that's from my observation.
