The answer would be 45,800 because what I did was

I saw that 8 is above 5 so I added a 1 to my 4 and I got 5 and

the rest were 0's.

The answer is 44,800, because the digit to the right of the eight (number in the hundred's place) is lower than four, so you'd round down. Rounding down to the nearest hundred would get you an answer of 44,800!
