I would say use for selfish purposes.
Exploit can mean to use a situation so that you get benefit from it, even if it is wrong or unfair to do this. It sounds like in the sentence the movie theatre purposely makes it like that so it will make you want to buy the popcorn more. (since it smells so good haha) It fits the sentence the best.
