I don't see any statements but the 3/5ths compromise called for any slaves to be counted as 3/5th of a person (not a whole person). the reason why they did this was because state populations contributed to how much power they had politically in voting and stuff. so many southern states had a lot of slaves that in some states there would be more slaves than whites.
the compromise kept the south happy because they could get more presentation politically now since each slave in a state was counted as 3/5th of a person.
