r =

I think “represent” is asking you to solve to a number.

10r + 4 = 8
Subtract 4 from both sides of the equation:
10r = 4
Divide both sides by 10:
r = 0.4

Check the math:

10(0.4) + 4 =
4 + 4 = 8
