What did James Madison mean when he used the expression "constitutional construction" in regards to the use of amendments?
The absence of stated protections did not mean they didn't exist.
The judiciary had the right to determine policies related to housing.
The development of national infrastructure was the main priority.
There would need to be many more amendments to make the Constitution complete.
