I tested different options and I got:

15 - 11 + 3.

If they all have to be the same sign, that's impossible

Addition doesn't work.

Subtraction doesn't work.

Division doesn't work

Multiplying doesn't work

Exponents don't work.

So I'm assuming they have to be different signs.
