How are e-is stem changing verbs different from the regular ar, er, and ir verbs

ar verbs for example is hablar you change the ending but not the stem.

hablar- "habl" is the stem and "ar" is the ending.

for ar,er,ir verbs they change at the end but not the stem

e to ie verbs changes the e into ie and if needed the ending the ending of the verb.
