I believe the answer is: Muted Group Theory

Muted Group Theory views that marginalized groups tend to be easy to be silenced by the power holder in society due to the use of language.

Marginalized groups often come from countries outside their current society, which make them often unable to speak the language really well. Because of this, it is really hard for them to voice up their opinion and could be easily disregarded.
