I believe the answer is: Loss of judgement
People that had blood alcohol level of .05 and higher had higher tendencies to do the things that they do not normally do without the influence of alcohol. This increase their tendencies to do things such as screaming in public places, making open sexual advance, driving in high speed, etc.
